police have shut the area down. wjz is live with first warning weather. bob turk and bernadette woods are tracking it. bob? >> if you look at radar, there's a tremendous stream of moisture and it's moving almost due north from the carolinas into virginia and also along the lower eastern shore. let's change gears. i want to show you what's going on. you see a bit of a gap. now it's moderate to heavy rain, particularly in the eastern shore a band of heavy rain also to the west as you can see. as far as rainfall totals go the numbers are hum believably impressive. this band six to eight inches in some places, eight to 10 inches right along the central portion into eastern sections of harford harford. east of us a lot less.

salisbury less than an inch. ocean city had almost nothing to this point, but probably see that change tonight. bernadette joins me with a look at the updated numbers and also dealing with the winds. bernadette? over nine incheses of rain. annapolis. these have leveled off. with the new round coming in, these are going to come up. this has jumped over two inches in hagerstown and all of them will be rising. we have flash flood warnings in effect for the green counties and a tornado watch that's been pulled back, just these counties in this section. that's until 7:00 tonight and coast -- coastal flood warnings. we've seen winds sustained generally 15 to 20 miles an hour. that will continue through the

evening hours. the water will pile up for the next high tide. we'll see changes but not until tomorrow. we'll have a full forecast coming up shortly. right now, back to you. >> thank you. first warning weather coverage continues with captain mike perry. captain, mike? >> i don't have a great deal of details. i beyond stand our ground reporter, kelly mcpherson as some details on this. looks like significant activity in the fells point area. looks like police are restricting traffic significantly below fleet street. if you're trying to get down towards the water front, if you're not a resident, police are turning a lot of people around. you can get by fells point using eastern avenue. most of the police activity is fleet street to the south. i'm sure kelly will give you details on that. you can see that probably what police are trying to do here is

burn ni, cars were unable to cross. in light thy couple. >> we'll probably shut it off. >> reporter: some of the worst around dundalk and essex. >> kept on going and within seconds exploded, yelling help me, help me. >> reporter: major flooding shut down rosedale. nearby -- >> i've never seen it this high oar are more homes and business flood. these waters have started rising -- had started rising at 9:00 in the morning. you can see how much debris has been carried away boit torrential rains. >> the water was up to the top of the bed of the white pickup

truck. all those cars were under water. >> reporter: overwhelmed storms and creeks caused schools to close early. north point road hit especially hard. small neighborhoods became small rivers, low offing some homes with major basement flooding. the winds that we've had and also the heavy floodwaters have really knocked out power to thousands of marylanders. a lot of people out in this area feeling water logged, feeling soaked. many of them knowing they have a lot of cleanup ahead of them thank to the flooding. derek valcourt, wjz eyewitness news. >> our first warning weather coverage continues. the water levels are rising. there's some police abet thrift there as well. kelly? >> reporter: let me show you a great example. we were here at 5:00. the water came to just about

where i'm standing. now, just an hour later, it's spilling hot into the streets and causing trouble for traffics a cars try to go around this large puddle. it's several inches deep. cars need to be careful. there's a lot of police activity. the and of the street is blending in with the harbor as water, nearly a foot deep, is covering this block, stranding several cars. streets are shut down in fells point. police are blocking all north- south streets close to the water. rest accidents are asked to move cars off the streets into two parking lots. >> at best we'll be dealing with flooded basements. >> reporter: not today in mt. washington. there was an evacuation of nine businesses, including whole foods, the post office and the

gym. >> knocked on the door and told them weather conditions weren't favorable and to alleviate the possibility of performing human rescues. we encouraged them to evacuate. they welcomed our safety initiatives. >> reporter: the mayor said emergency crews are dispatched throughout the city, preparing for flooding. he said fells point is a critical area. >> we haven't been certain what we're going to see. we're being very vigilant. we're watching what's going on in the surrounding jurisdictions. we're being very cautious and preparing as if we're going to have a significant amount of rainfall and we're praying that we don't. >> reporter: but the rain has started. the rain has started again. you can see this car we showed you earlier, the water level is rising up to that tire. this has essentially turned into a lake. if you're asked to move your car, there are two garages you

can move your car to and park. one is on eden and one is on south central avenue. we have learned from the mare they are opening two schools in the city if anyone is in need of shelter because of the storm. kelly mcpherson reporting. >> thank you. first warning weather continues with weijia jiang reporting on the conditions in harford county for us. >> reporter: as heavy rain and strong gusts of wind pound the roads -- >> water came up underneath the car, made the belt slip. the battery light came on. there was attraction on the belt -- there was a traction on the belt. >> reporter: they started

planning 24 hours before the storm hit. >> when we get rain rates of more than an earn or so an hour, we find the streets get inundated and have a problem getting emergency vehicles in there. >> i haven't seen this in awhile. >> reporter: he had to pick his three boys up for class by thursday morning. by 1:00 all schools in harford county were closed. >> they knew it would be like this. they should have canceled school ahead of time. >> reporter: the marina in the hart of downtown quickly became flooded again at high tide. he monitors 245 boats. >> gone out and pumped two boats. >> reporter: it's in the just water above water that they're concerned about. they said underground way after the storm. >> we anticipate trees down. with trees down, roadways down and with that electrical

feet below. the driver, 66-year-old joseph clabaugh was killed. 12 other, including several children were injured. aaa officials are calling for stronger barriers and guardrails on roads and bridges. >> aaa has similar -- had similar concerns about road bear requires in the past. a high profile murder trial. former baltimore city councilman ken harris was killed during a robbery. >> reporter: inside baltimore circuit court, it's day 14 in the murder trial of city councilman ken harris but the first day of closing arguments. prosecutors say dna on key evidence like gloves and the halloween mask allegedly used during the robbery links the three defendants to the murder scene. they remind jurors of testimony

and showed surveillance video that put the defendants at the crime scene. they are all three equally responsible and they claim there locked and loaded. in august 2008 city councilman ken harris visited the haven lounge in northeast baltimore. police say he stopped by to borrow a cork screw and use the bathroom but walked in on a rob about rirks tried to get away and was shot in the back. >> i do disagree with her interpretation of some of the evidence. >> reporter: the defense attorneys compared to to the case of falcon heene. he asked jurors to not believe everything they hear. >> the decision they make is just like a brain surgeon. the decision they make will affect people's lives forever. >> reporter: each defense attorney gets the opportunity

>> reporter: governor martin o'malley cut the ribbon. it's a 67% cut which critics believe has made it difficult to attract bidders. maryland is already trumped by card games and casinos in neighboring states. the state's biggest license holder may be shut down by a ballot question on whether to allow slots around anne arundel. >> we shouldn't be bullied into accepting slots if neighbors don't feel it's appropriate. >> reporter: the headliners on the ballot, and governor martin o'malley and earlier have wrestled with expanded gambling. >> i understand concerns around the mel, obviously. i also saw some misleading advertising. this is a freestanding

building. so we'll see how it plays out. >> reporter: the latest "washington post" poll shows valve the voters surveyed believes it should include table games, something o'malley opposes. >> i think this location and the number of people coming out and playing today and that were playing all week is some indication that this is going to be a strong location as the others will. >> reporter: but ehrlich thinks table games should be considered. >> because of negligence, we're driving. we're not going to have the income. >> a bill did pass the senate this year to let voters vote on card games in prince george's county but it failed in the house. mary? >> thank you. no acceptable bids have been made yet for slots in baltimore city or western maryland. if you're betting on whether we'll get more rain,

let's take a lock at radar. only two places are not seeing rain, along the beaches, well to the east of us, along the ocean beaches and hancock, cumberland area. it's quiet right now. a batch of moderate to heavy rain south of the reason and another batch in the delaware maryland line and a skinny line to the west of us. we'll look for more rain tonight. they just extended that flash flood warning until after midnight tonight for all of central maryland. let's take a look at the watches and advisories. officially until 7:00 for the western side of the bay here from harford county to the calvert county area. a tornado watch until 7:00. we still have the flash flood warning and the coastal flood warnings until tomorrow morning. we're figure to see more of that. it's because the waters have

been pushing with the south and southeasterly winds the last couple of days. it's like a huge bathtub. it pushes the waters up to the west side of the bay. when they turn back to the northwest it will push the water out of the bay. that's not expected to happen until tomorrow. still more high tide and more flooding. 20, 25 knots. it's enough that it's been pushing the water over the last two days. look at assume of the high tides. bowly's had a high tide and going to a low tide. annapolis late tonight. chesapeake beach. no doubt we'll see more flooding. look at the stream of moisture from east of florida and the bahamas up to maine, southern canada, just a stream of

tropical moisture. it as a rich field of moisture. still headed our way. we could easily see two to three more inches of rain. that tropical moisture continues to flood in our region. by tomorrow afternoon the system should be through. drier air comes. cooler temperatures it. looks like a pretty nice weekend shaping up. gale warning lifted. southeast winds up to 0 to 40 knots at times. tonight still rain, could be heavy and more flooding. 64 tomorrow. rain in the morning. probably until 9:00 or 10:00 and sunshine breaking through, rose disci and a much nice per afternoon. high of 72 degrees. he'll have the weekend coming up. >> still to come tonight, heavy rains along the east coast. the problems it's causing in maryland. ,,,,,,,,,,,,,,,,,,

it is 6:30, 77 degrees with leet rain. here's some of the stories people are talking about. we've been telling you about the heavy rains causing power outages and dangerous driving conditions across the state. for example, this car became stuck in floodwaters in

southern maryland. first respoarnds worked to rescue people and many roadways remain closed at this hour. outside the rain isn't over yet. these conditions are expected to continue throughout the evening. wjz is live with first warning weather. bob turk and bernadette woods. bob? >> a lot of folks -- it's not over at all. there's a huge amount of rain. an additional two to three inches of rain. look at all this stuff just to the south of us and it's generally moving in our direction. look at our local radar. we you can see -- you can see a band west of us. and a heavy band to the east of our region. that all continues to hit off to the north and northeast. let's take another look at some of the rainfall totals, which will be extremely impressive. six inches. most of the area right along

the bay. some areas eight or more inches. to the west less. a lot less over portions of delaware. so the real heavy band through there east of baltimore into southern portions of calvert, st. mary's and portions of western dorchester down into portions of virginia. a little bit more on this. bernadette joins me. >> these numbers will start going up. the next round is on its way. we've had over nine inches of rain. the airport alone we've seen those numbers. over 7 1/2 at the naval acady. salisbury will be on the way up. now the thing is, there are a lot of warnings going on. flash flood warnings have been extended. you see all of those counties. this has been extended until

12:15 a.m. in addition to that, still officially a tornado watch if -- in effect through 7:00 tonight. that severe weather threat at been the biggest problem. underneath we're seeing coastal flood warnings. that's because the winds have been sustained at 20 to 25 miles an hour. this turned around to the northwest. the band shifted to the east, cranked our wind around to the now. i don't think that's the trend. it will not push the water back out tomorrow. we'll keep you updated. mary? >> wjz has been tracking the flooding conditions all day in baltimore county. derek valcourt reports from rosedale. >> reporter: you can see how much water, how much flooding this area has seen over the course of the last five, six, seven hours or so neighbors say it got really bad about 9:00 this morning.

water as just been rushing. you can see the debris off in the woods here, just how much stuff has been carried away by those rushing waters. the water levels were so high. some of the people who live in the area say it was over the back of this flatbed here on this tow truck. that's pretty high, so high, it caused problems for the building. the water levels were about that height, meaning this place has really lost power. all of the cars that have been parked back in here have been ruined. there's been so much flooded warts. people here say they are going to be cleaning up for a long time, major losses for the businesses and homes just in this area on the eastern side of baltimore county. derek valcourt. wjz eyewitness news. >> first warning weather coverage continues at wjz.com with gigi barnett. she has photos of the flooding

the family of a 14-year-old who was electrocuted at a softball field has settled with a contractor. deanna green was electrocuted at a softball field while stretching. her fence was resting against a fence that was touching an underground cable. when she reached for a second fence, she was electrociewtd. her mom was in the ambulance with her. >> we went to the hospital, and they did all they could do. >> reporter: green's family just reached a confidence settlement with douglas electric and lighting but upset that the city was given immunity. >> baltimore, don't think this is just going away. we're not going away. number one, you need to stand
